In my opinion, it’s never too cold out for ice cream. If you’re in the mood for a cold, sweet treat, check out Ice Cream Jubilee, located inside the Ballston Quarter Market. They were even voted Best Ice Cream in DC from 2014 through 2020.

We visited this past summer when it was still hot out, but a delicious ice cream cone can still be enjoyed inside Ballston Quarter to keep yourself warm.

I ordered a single scoop of their Caramel Popcorn flavor on a homemade waffle cone. This signature flavor is made with fresh popcorn that has been steeped in cream to celebrate the buttery richness of popcorn, swirled in their homemade salted caramel ice cream. YUMMM!
